The ADT in Franks v Warringah Council (2006) NSWADT 124, upheld Council decisions to refuse access to identifying particulars of complainants (who objected to disclosure) on the grounds that this would be unreasonable disclosure of personal affairs information (Clause 6 Schedule 1) and to other documents on the grounds of legal professional privilege (Clause 10 Schedule 1).
