There has been a lot of chortling in the UK that the Information Commissioner has investigated a complaint and concluded that his office breached its obligations under the FOI Act. The matter arose because in the UK the Act confers a right to ask for information without the need to specify that it is a FOI application. The office didn’t deal with a letter as if it was an FOI request.
