A PhD on transparency and accountability in government?

Now that's to be welcomed- this from Macquarie University in Sydney. Time is tight now, maybe too tight (sorry) if you haven't heard before this-applications close 2 May:

 "The Legal Governance Concentration of Research Excellence (CORE) in the Macquarie Law School, Macquarie University, is offering TWO full time Macquarie University Research Excellence PhD Scholarships (MQRES) under the supervision of Carolyn Adams, a member of the CORE.
Please quote the allocation reference numbers 2011091 & 2011092 on your application form.
The successful applicant will join an innovative team of researchers at Macquarie Law School who are undertaking inter-disciplinary research on contemporary issues related to legal governance and public policy.
Applicants may pursue doctoral studies on a subject that broadly relates to transparency and accountability in government, for example:
  • government compliance with international obligations
  • regulation of government-held information under privacy, freedom of information, archives or secrecy laws
  • government decision-making processes
  • government law reform processes
As well as a significant track record in interdisciplinary legal research, Carolyn Adams has a practical perspective on these issues developed during 20 years working in central government agencies at state and federal level. At the Australian Law Reform Commission she undertook and supervised extensive research projects into Australian privacy law and practice and secrecy laws and open government.

The 2011 MQRES full-time stipend rate is $22,860 pa tax exempt for 3.5 years.
Applicants will need to complete a candidature/scholarship application form and arrange for two academic referee reports to be submitted to the Higher Degree Research Office.
