Australia's data breach stats prove nothing

The IT security writer for ZDNet Australia has a bone to pick with the Federal Privacy Commissioner about the lack of information on breaches of security of personal information in the public and private sector in this article with the catchy title "Why I hate the Privacy Commissioner's office"

He's got a point - as long as there is no obligation to report significant data breaches, or notify those who may be effected, we will remain in the dark about theft or misuse of personal information. Our statistics that show few breaches can't be taken seriously.
